57th GST Council meeting: what was recommended

The GST Council met on 8 October 2026 and recommended process reforms for registration, returns, refunds and adjudication, plus a few rate clarifications.

The 57th meeting of the GST Council was held on 8 October 2026 at Bharat Mandapam, New Delhi, chaired by the Union Finance Minister. It was the Council's first meeting since the GST 2.0 rate overhaul of September 2025.

Process reforms

The Council recommended measures to simplify registration, returns, refunds and adjudication, aimed at reducing the time and cost of compliance.

Rate and tax clarifications

  • Psyllium (isabgol) seeds: NIL GST, whether fresh, chilled, frozen or dried.
  • Retreaded tractor tyres: rate aligned with new tractor tyres.
  • Vehicle leasing: clarification on recoveries such as registration charges, road tax, insurance and FASTag recovered from the lessee.
  • Restaurants, catering and hotels: limited input tax credit in the same line of business.

When do these apply?

Council recommendations take effect only when CBIC notifies them. Until then, continue filing under the current rules. We will update this page and our government updates section as notifications are issued.
